Counting Cards in a Blackjack game?

ok so i understand the whole counting system with blackjack, the +1 -1 thing. what i dont get is how to use it. with what count should i bet high/low? and if your using only one deck, shuffliing after each turn, does it still work? do you have to be using multiple decks?
