Why is I Br polar? and not non polar covalent?

The difference in electronegativity may seem small (0.3) but it is about 12%. So the electron pair is closer to Br than to I and there appears to be a slight negative charge on the Br atom and a slight positive charge on the I atom. The bond is polar.
