Why fifa doesnt allow challenge of play like football on calls, some referees make wrong calls and it ruins ga?

for example im liverpool fan i hate how gerrards goal against i think stoke city was disallowed due to a miscalled offsides. 100th goal!!!!!! omg... that would of been an amazing goal
